Project information, specific objectives and activities
Main goal of the project № ROBG-440 „Ve-TEN - Well connected nodes Giurgiu - Borovo to the Trans-European transport network TEN-T (W-TEN - Well connected nodes Giurgiu - Borovo to TEN-T transport network“ in a negotiated financing procedure , is the improvement of the local road infrastructure, which will lead to better connectivity between the towns of Bolintin-Vale in the district of Giurgiu and the town of Borovo in the municipality of the same name, which will lead to the connection of other secondary and tertiary large cities such as Pleven, Veliko Tarnovo, Vratsa, Ruse, Giurgiu, located at main and public access points of the Trans-European Transport Network (TEN-T), generating serious opportunities for cross-border cooperation based on the axis that connects E85 and E70.
The project aims to improve and restore the efficiency of transport infrastructure in two areas: a ring road in the municipality of Giurgiu in Romania and a network of 5 streets in the town of Borovo with a total length of 11.75 km.
The object of the investment intentions in Bulgaria are the following streets / sections of streets:
· Str. Gorna Manastiritsa: Scope - from 1st of May Street to first-class road I-5 / TEN-T network;
· Str. "May 1": Scope - from Hristo Botev Street to Gorna Manastiritsa Street;
· Str. Hristo Botev: Scope - from 1st of May Street to 6th of September Street;
· Str. "September 6": Scope - from Hristo Botev Street to Danube Street / road III-5101 /;
· GORAZD Street. Degree - from Ivan Vazov Street to 6th of September Street.
The project aims to improve and restore the transport and operational qualities of the street network, which provides connectivity of the city with a first-class road I-5, which is an important transport artery and a section of European transport corridor № 9, also part of the streets are a direct connection. with third class roads III-5101 and III-501. Part of the street network of the town of Borovo will be brought into the necessary operational condition for traffic and pedestrian flow under maximum conditions of safety and comfort.
The project also envisages the introduction of safety measures on the restored roads by reducing the number of accidents involving children and students through awareness campaigns in schools and kindergartens. All these measures will be implemented in both countries and through the cooperation of the members of the project implementation teams. The W-TEN project directly contributes to the achievement of the objectives of Priority Axis 1 "Well Connected Region" of the funding program, namely - Improving the planning, development and coordination of cross-border transport systems for better connections with TEN-T transport networks.
The overall goal of the project should be achieved for the restoration of the road network in the Romanian-Bulgarian border area and will allow sustainable development of the region and its connection to TEN-T transport. The cross-border approach is necessary for the development of the economic competitiveness of the regions, as well as the strengthening of the tourist potential in the region, measures that would not be possible without improving the travel conditions between the citizens of the two countries.

1.1. Specific objectives:
Specific objective №1: Improving the transport infrastructure for better connection with the core and comprehensive TEN-T network in order to facilitate and secure transport of users.
Specific objective №2: Development of a joint traffic management system for "smart mobility" in the cross-border region of Giurgiu - Borovo.
Specific objective №3: Upgrading the public experience and knowledge in the field of safe traffic measures in the cross-border area of Giurgiu - Borovo for better coordination of the transport system.

The envisaged activities of the project are included in the priority axis of the Program №1: “Well-connected region”, specific objective № 1.1: “Support for the planning, development and coordination of cross-border transport systems to improve the connections with the TEN-T transport network.

The Municipality of Borovo is implementing the project: "W-Ten - Well connected nodes Giurgiu - Borovo to TEN-T transport network", co-financed by the European Union through The Interreg VA Romania - Bulgaria program.
During the project implementation, an integrated traffic monitoring system was developed and the following activities were implemented:
• Establishment of a joint traffic management system, including: Preparation of a traffic management plan; Implementation of a joint traffic management system;
• Integrated information system for undertaking traffic safety measures, including: Mapping of places with concentration of traffic accidents and development of an integrated information system in both communities;
• Studying of the traffic and the needs for development of the road infrastructure in the cross-border region;
• Preparation of a study - “New approaches in the field of traffic management and traffic safety measures”.
The construction of a traffic management system together with Giurgiu County (Lead Project Partner) is a new solution that has not yet been implemented in road sectors at this level, but which brings transport conditions to current standards in the rest of the European Union.
This new solution is represented by the implementation of a module / application that receives real-time data from the sensors of the traffic monitoring system. The module is available to all users who will benefit from the following sample features: access to instant traffic information on routes, notifications and news that have a strong impact on traffic, access to expected travel time and alternative routes, calculated on the basis of the shortest distance and the shortest duration, using data collected from sensors, access to road information, road traffic sharing on social media (Facebook, Twitter), sending an accident, traffic density, road works.
The ability of users to send information to the module will help to update the traffic information in real time, incidents and proposals for new measures against accidents.
In relation to the establishment of the joint traffic management system in the area of Byala - Giurgiu, on 30.07.2021 the Municipality of Byala organized a working meeting "How to improve traffic safety measures in the cross-border area Giurgiu - Byala?" and a conference on the topic: "New approaches in the field of traffic management and traffic safety measures". The events will be attended by representatives of Giurgiu County, local organizations and institutions, NGOs and others.
The system should allow the user to define different reports and reports with the possibility to combine parameters after the data collection is completed.
